How to Calculate PBG & SLF Fees in Bali (2025 Guide)

If you’re building or renovating a property in Bali, whether it’s a home, villa, or commercial space, you’ll need two essential legal documents:

  • PBG (Building Approval / Persetujuan Bangunan Gedung)
  • SLF (Certificate of Habitability / Sertifikat Laik Fungsi)

Here’s a practical guide on how to estimate the retribution fees based on the latest Bali regulations.

🧾 1. PBG (Building Approval) Fee Calculation

PBG fees are calculated using this formula:

PBG Fee = (Base Value × Building Area × Location Coefficient × Function Coefficient)

🔹 Components Breakdown:

  • Base Value (Nilai Dasar) — set by the Bali local government:
    • Residential: Rp 15,000–50,000/m²
    • Commercial: Rp 50,000–150,000/m²
  • Location Coefficient:
    • Urban (e.g., Seminyak, Denpasar): 1.0 – 1.5
    • Suburban (e.g., Ubud, Canggu): 0.8 – 1.2
    • Rural: 0.5 – 0.8
  • Function Coefficient:
    • Residential housing: 1.0
    • Villas / Boutique hotels: 1.5 – 2.0
    • Restaurants / Shops: 2.0 – 3.0

📌 Example:

For a 200 m² villa in Seminyak:

  • Base Value: Rp 100,000
  • Location Coefficient: 1.5
  • Function Coefficient: 1.5

Calculation:

Rp 100,000 × 200 × 1.5 × 1.5 = Rp 45,000,000 total PBG fee

🏠 2. SLF (Certificate of Habitability) Fee Estimation

SLF fees are based on building type and use.

Residential Buildings:

  • Small houses (<100m²): Rp 500,000 – 1,000,000
  • Luxury villas or resorts: Rp 2,000,000 – 10,000,000

Commercial Buildings:

  • Shops, cafés, co-working spaces: Rp 1,500,000 – 5,000,000
  • Hotels: Rp 5,000,000 – 20,000,000

💼 3. Additional Costs to Consider

  • Technical Verification (for SLF): Rp 2,000,000 – 5,000,000
  • Admin fees: Rp 500,000 – 1,500,000
  • Consultant or notary service (optional): Based on agreement

📍 Where to Apply & Pay

  • PBG: Submit to Dinas PUPR Bali (Public Works Office)
  • SLF: Submit to Dinas Perizinan Bali (Licensing Office)
